A newly published bill would lay the groundwork for the creation of regional adoption agencies.
The Education and Adoption Bill would introduce a number of new powers if it reaches the statute books. The Secretary of State for Education would, for example, be able to require that a local authority delegate some or all of their adoption responsibilities to another authority or to a named agency. Several authorities could be required to delegate their adoption functions to the same agency, creating agencies with region-wide powers.
Delegation could include the recruitment and assessment of adoptive families, and support services for those families chosen to adopt.
The bill underwent its first reading in the House of Commons earlier this month. No date for the second reading has yet been announced.
